Titanium dioxide is a naturally occurring mineral. In sunscreens it's one of two mineral UV filters, alongside zinc oxide. It helps protect mainly against UVB and shorter UVA rays, so it's usually combined with other filters for broad-spectrum protection.
Mineral filters tend to suit sensitive and redness-prone skin and are often chosen after professional treatments. Older formulas could leave a white cast, but modern versions are much sheerer, and tinted options help on deeper skin tones.
Titanium dioxide is also used in small amounts to give creams and serums an opaque finish, so it appears in some products that aren't sunscreens.
